California Lottery
The California Lottery had its first tickets purchased on October 3rd, 1985 after the state passed the “California State Lottery Act” in a referrendum with 58% of the vote. The reason beheing opening the lottery was to provide extra funding to the education system without levying new taxes upon California residents.
By law, 34% of any revenues generated must go directly to the education supplementing (specifically not replacing) funds provided that are collected through taxes. This 34% how is part of the minimum 84% of the revenu that must be given back to the public in one way or anouther either directly via prizes or won by ticketholders.
